A man named Gates heads a mysterious group called "Shinbunhi" who don newspaper masks and post internet videos informing the public of their crimes of justice againt people they deem guilty of things not punishable by law. Meanwhile, Erika Yoshino, an elite inpector from the Tokyo Metropolitan Police Department's cyber crime division attempts to track down the member of Shinbunhi and put a stop to their crimes. However, the group gradually begin to win over the support of the public with their videos.
